OMB REFORM:
The new planning regime, Bill 139 significantly overhauls the manner in which local planning decisions are reviewed in Ontario, placing greater authority in the hands of elected municipal councils and local planning authorities. Fundamental to these changes is the establishment of the Local Planning Appeal Tribunal (LPAT), which will replace the Ontario Municipal Board (OMB).
INCLUSIONARY ZONING ISSUE:
The Promoting Affordable Housing Act, 2016 (the Act) received Royal Assent and proposed regulations are expected to be posted for public consultation in early 2017. In fact, we are told to expect the regulations any day now. The Act is aimed at increasing access to affordable housing by making it mandatory for some municipalities to implement inclusionary zoning. We wait for the regulations to find out which municipalities will be deemed mandatory, which residential developments will trigger the inclusionary zoning requirement and essentially all of the other details as to how this will work.

Stephen Diamond is President and CEO of Diamond Corp, a Toronto-based real estate development company. Stephen has established a reputation for creating value for investors, while delivering well designed, innovative residential and mixed use developments.
Collectively since 2008, Diamond Corp has been involved with the design of more than 15,000 residential units and in excess of 17 million square feet of residential, office and retail floor area in the Greater Toronto.
Prior to the creation of Diamond Corp, Stephen served as partner at the law firm McCarthy Tétrault where he was head of the Municipal Law and Planning Group. Throughout his career, Stephen has also served on a number of community and industry related boards. He currently sits on the Board of Directors of Sunnybrook Health Sciences Centre and Waterfront Toronto.
Jack Winberg

JACK WINBERG is C.E.O of the Rockport Group, a fully integrated real estate services provider handling all aspects of land acquisition, development, project and construction management and income-producing property management. Trained in business and law, Jack joined Rockport in 1988 following an active law practice as a specialist in land use and development. Jack is a founding director, of ClubLink Corporation, and has extensive experience as a director of both public and private companies. Jack is a member of the board of the Mount Sinai Hospital Foundation. He is also a past President of the Urban Development Institute of Canada and a past Chairman of the Urban Development Institute (Ontario) now BILD.
Les Klein
Co-founder, Quadrangle
A co-founder and principal of Quadrangle, Les holds a Master of Architecture degree from the Massachusetts Institute of Technology (MIT).
Les takes a problem-solving approach to architecture and is able to envision a range of solutions to every challenge. His work in innovative urban residential developments, the adaptive reuse of existing structures, broadcast facilities and dynamic environments for ideas-based entrepreneurs has been at the heart of Quadrangle’s growth and success. In 1994, Les was inducted into the College of Fellows of the Royal Architectural Institute of Canada and received the Order of Da Vinci Award from the Ontario Association of Architects in 2015. He has served on the OAA Complaints and Discipline Committees and represented Southwest Ontario on the National Board of Directors of the RAIC.
Les has received widespread attention for The Green Ribbon, his audacious idea to build a 7km long green roof and park over the elevated portions of Toronto’s Gardiner Expressway, keeping the existing roadway below intact.
Adam Brown

Adam J. Brown received a Bachelor of Business Administration degree from York University in 1985 and his LL.B. from the University of Western Ontario in 1988. Since that time, his professional expertise has been focused solely in the area of planning and administrative law, including an active participation with applications for official plan amendments, zoning site plan approval, registrations of plans of subdivision, severance and minor variances in addition to a variety of other administrative and municipal matters.
Over the past decade, Mr. Brown has consistently been recognized by Novae Res Urbis as one of the top Planning and Development lawyers in the City of Toronto. He has also been recognized as one of the leading experts in the area of land use planning in the Province of Ontario. This has included the processing of applications through the Municipal, Regional and Provincial process including the preparation and completion of a myriad of Ontario Municipal Board hearings. Mr. Brown has been responsible for facilitating approval of several different developments within and outside the Greater Toronto Area, including residential infill, hi-rise apartment/condominium developments, retail/entertainment facilities, retail warehouse developments and the establishment of approvals for supermarkets and retail department stores.
